At the end of 2013, the Rhône-Alpes region launched the “Opérateur de Services Energétiques Régional” (OSER), bringing together two operational tools, a local public company which will carry out energy renewal projects on regional public sites, and a project investment fund combining public and private capital to support the development of local investment in renewable energies.

The Rhône-Alpes region has strong development potential for renewable energies. One of the main challenges for this new fund will be to exploit this regional potential and enable the share of renewable energy in overall consumption to grow from the current figure of 15% to 30% by 2020. Converting this potential will be made possible by investment, which will take the form of project-based funding in particular.

Beneficiaries will be companies developing investment projects for the production of renewable energy and electricity who have started the process of obtaining administrative authorisations for the construction and operation of energy production equipment. The OSER fund, which is worth €9.5 million, will be able to contribute to financing about fifteen projects over three years.
